Duke pasur parasyh k\u00ebt\u00eb m\u00eb lart\u00eb dhe duke ndjekur zhvillimin e ngjarjeve, Komiteti i Helsinkit p\u00ebr t\u00eb Drejtat e Njeriut n\u00eb raportin e tij p\u00ebr muajin korrik, n\u00eb ve\u00e7anti thekson zbatimin e masave dhe ndikimin e tyre t\u00eb drejtp\u00ebrdrejt\u00eb ndaj qytetar\u00ebve. Ngjash\u00ebm si n\u00eb muajt e kaluar dhe n\u00eb p\u00ebrputhje me trendin e vendosur, v\u00ebmendja duhet t\u00eb p\u00ebrq\u00ebndrohet kah trajtimi i kriz\u00ebs socio-ekonomike si rezultat i pandemis\u00eb \u2013 mbrojtjen e komuniteteve t\u00eb margjinalizuara, zbatim t\u00eb mir\u00ebfillt\u00eb t\u00eb masave, mbik\u00ebqyrje dhe zbatim p\u00ebrkat\u00ebs. Ajo q\u00eb e sh\u00ebnoi k\u00ebt\u00eb muaj \u00ebsht\u00eb rritja e s\u00ebrishme e gjuh\u00ebs s\u00eb urrejtjes n\u00eb mediat sociale n\u00eb kontekst t\u00eb mbajtjes s\u00eb zgjedhjeve t\u00eb parakohshme parlamentare dhe numrit t\u00eb lart\u00eb t\u00eb rasteve me KOVID-19 p\u00ebrgjat\u00eb t\u00ebr\u00eb muajit. Gjithashtu, gjat\u00eb k\u00ebtij muaji u v\u00ebrejt nj\u00eb rritje tejmase e qytetar\u00ebve t\u00eb infektuar me KOVID-19, q\u00eb shkatoi diskurs negative i cili nj\u00ebherit mori edhe karakter etnik si rezultat i numrit t\u00eb t\u00eb infektuarve sipas komunave.<\/p>\n<p>N\u00eb planin politik mbizot\u00ebroi diskutimi rreth mbajtjes s\u00eb zgjedhjeve t\u00eb parakohshme parlamentare q\u00eb u mbajt\u00ebn m\u00eb 15 korrik 2020<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>. K\u00ebto zgjedhje u mbajt\u00ebn gjat\u00eb periudh\u00ebs s\u00eb pandemis\u00eb bot\u00ebrore dhe n\u00ebn masa p\u00ebr mbrojtjen e qytetar\u00ebve. Partit\u00eb politike b\u00ebn\u00eb nj\u00eb progres sa i p\u00ebrket prezantimit t\u00eb platformave t\u00eb tyre politike p\u00ebrmes mediave sociale, megjithat\u00eb tubimet tradicionale nuk munguan. P\u00ebrve\u00e7 rekomandimeve p\u00ebr mbrojtje, p\u00ebrmes monitorimit ton\u00eb n\u00eb mediat sociale, mosrespektimi i masave \u00ebsht\u00eb v\u00ebrejtur nga nj\u00eb pjes\u00eb e t\u00eb pranishm\u00ebve, si dhe mosmarrja e masave t\u00eb duhura nga ana e institucioneve kompetente. Gjetjet preliminare t\u00eb OSBE\/ODIHR p\u00ebrmes misionit t\u00eb saj v\u00ebzhgues vun\u00eb n\u00eb dukje se zgjedhjet e parakohshme parlamentare m\u00eb 15 korrik u zhvilluan n\u00eb p\u00ebrgjith\u00ebsi n\u00eb m\u00ebnyr\u00eb efektive, pavar\u00ebsisht p\u00ebrshtatjeve n\u00eb p\u00ebrgjigje t\u00eb pandemis\u00eb Covid-19, por stabiliteti ligjor u \u00e7rregullua nga rishikimet thelb\u00ebsore t\u00eb Kodit Zgjedhor dhe ad hoc rregullativ\u00ebs s\u00eb miratuar gjat\u00eb gjendjes s\u00eb jasht\u00ebzakonshme. Fushata, megjith\u00ebse me nj\u00eb ton negativ, ishte me t\u00eb v\u00ebrtet\u00eb konkurruese dhe pjes\u00ebmarr\u00ebsit ishin n\u00eb gjendje t\u00eb p\u00ebrcillnin mesazhet e tyre p\u00ebrkund\u00ebr kufizimeve n\u00eb komunikimin e zakonsh\u00ebm. Informimit mediatik t\u00eb zgjedhjeve i mungonte mbulimi kritik i platformave, kurse dispozitat n\u00eb lidhje me reklamimin e paguar politik i favorizonin tri partit\u00eb m\u00eb t\u00eb m\u00ebdha. Dita e zgjedhjeve u zhvillua pand\u00ebrprer\u00eb, p\u00ebrkund\u00ebr sfidave teknike n\u00eb shpalljen e rezultateve dhe v\u00ebrejtjeve n\u00eb lidhje me regjistrimin e votuesve.<\/p>\n<p>N\u00ebn hijen e zgjedhjeve ishte krijimi i Korniz\u00ebs s\u00eb bisedimeve midis Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut dhe Bashkimit Evropian, e cila u prezantua nga ana e Presidenc\u00ebs gjermane me Bashkimin Evropian, m\u00eb 1 korrik 2020. Korniza e bisedimeve \u00ebsht\u00eb nj\u00eb rezultat i metodologjis\u00eb s\u00eb re p\u00ebr bisedimet e p\u00ebrafrimit q\u00eb u miratua n\u00eb muajin mars t\u00eb vitit 2020. N\u00eb aspektin e p\u00ebrmbajtjes, v\u00ebmendje e ve\u00e7ant\u00eb do t&#8217;i kushtohet angazhimit politik t\u00eb procesit, ve\u00e7an\u00ebrisht n\u00eb zbatimin e pjes\u00ebs s\u00eb par\u00eb t\u00eb kapitujve q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me demokracin\u00eb dhe sundimin e ligjit, ve\u00e7an\u00ebrisht harmonizimit me politikat e Kapitullit 23 &#8211; Gjyq\u00ebsori dhe t\u00eb Drejtat Themelore.<\/p>\n<p><strong>\u00a0<\/strong><strong>T\u00cb DREJTAT E PUN\u00cbTOR\u00cbVE<\/strong><\/p>\n<p><strong><em>Pun\u00ebdh\u00ebn\u00ebsit fituan n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme n\u00eb kurrizin e pun\u00ebtor\u00ebve gjat\u00eb koh\u00ebs s\u00eb kriz\u00ebs m\u00eb t\u00eb madhe me t\u00eb cil\u00ebn po p\u00ebrballemi<\/em><\/strong><\/p>\n<p>N\u00eb muajin korrik, d\u00ebshmit\u00eb e punonj\u00ebseve n\u00eb 27 raste t\u00eb shkeljeve t\u00eb t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve kryesisht flisnin p\u00ebr mosrespektimin e masave qeveritare p\u00ebr lirim nga puna t\u00eb kategorive t\u00eb caktuara t\u00eb punonj\u00ebseve; p\u00ebr p\u00ebrdorim t\u00eb detyruar t\u00eb pushimit mjek\u00ebsor n\u00eb rastet kur punonj\u00ebset do t\u00eb duhej t\u00eb lirohen nga puna; p\u00ebr uljen dhe\/ose mospagimin e pagave t\u00eb atyre punonj\u00ebseve q\u00eb jan\u00eb t\u00eb liruara nga detyrat e pun\u00ebs; si dhe p\u00ebr pun\u00ebdh\u00ebn\u00ebsit q\u00eb kan\u00eb ushtruar presion mbi punonj\u00ebset q\u00eb t\u00eb ktheheshin n\u00eb vendet e tyre t\u00eb pun\u00ebs, n\u00ebn k\u00ebrc\u00ebnimin se kontratat e tyre t\u00eb pun\u00ebs me afat t\u00eb caktuar nuk do t\u00eb rip\u00ebrtriheshin.<\/p>\n<p><strong><u>Mbi nevoj\u00ebn p\u00ebr politika transformuese me baz\u00eb gjinore p\u00ebr mbrojtjen e punonj\u00ebseve <\/u><\/strong><\/p>\n<p>Nj\u00eb nga masat qeveritare t\u00eb ndjeshme ndaj gjinis\u00eb p\u00ebr t\u2019u ballafaquar me pandemin\u00eb Covid-19 \u00ebsht\u00eb lirimi nga detyrat e pun\u00ebs i prind\u00ebrve q\u00eb kan\u00eb f\u00ebmij\u00eb deri n\u00eb mosh\u00ebn 10 vje\u00e7. Me sa duket, kjo mas\u00eb njeh ndarjen e t\u00eb drejtave dhe detyrimeve t\u00eb prind\u00ebrve sa i p\u00ebrket sht\u00ebpis\u00eb dhe kujdesit t\u00eb f\u00ebmij\u00ebve, por denoncimet p\u00ebr shkelje t\u00eb t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve tregojn\u00eb se k\u00ebt\u00eb mas\u00eb m\u00eb s\u00eb shumti e p\u00ebrdorin n\u00ebnat. Sipas k\u00ebtyre t\u00eb dh\u00ebnave, p\u00ebrs\u00ebri doli n\u00eb shesh pabarazia gjinore n\u00eb shoq\u00ebrin\u00eb ton\u00eb, q\u00eb \u00ebsht\u00eb rezultat i drejtp\u00ebrdrejt\u00eb i p\u00ebrkushtimit dhe pun\u00ebs s\u00eb pamjaftueshme n\u00eb k\u00ebt\u00eb sfer\u00eb p\u00ebrgjat\u00eb periudh\u00ebs para kriz\u00ebs.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><\/p>\n<p>Inspektorati Shtet\u00ebror i Pun\u00ebs zakonisht ka vepruar p\u00ebr shkeljen pik\u00ebrisht t\u00eb k\u00ebsaj mase, respektivisht k\u00ebto denoncime kan\u00eb p\u00ebrfaq\u00ebsuar 28 p\u00ebrqind t\u00eb numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb denoncimeve p\u00ebr shkeljen e t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve, gjat\u00eb muajve t\u00eb par\u00eb t\u00eb kriz\u00ebs.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> Punonj\u00ebset p\u00ebrballeshin me situata ku pun\u00ebdh\u00ebn\u00ebsit nuk i lironin nga detyrat e pun\u00ebs ose kur nuk i lironin, ua ulnin pagat e tyre. Disa prej pun\u00ebdh\u00ebn\u00ebsve shkonin deri n\u00eb ekstrem duke i k\u00ebrc\u00ebnuar punonj\u00ebset me largim nga puna dhe mosrip\u00ebrtrirje t\u00eb kontratave t\u00eb pun\u00ebsimit. K\u00ebto ishin edhe shkeljet m\u00eb t\u00eb shpeshta t\u00eb t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve, t\u00eb denoncuara te ne gjat\u00eb muajit korrik.<\/p>\n<p>P\u00ebr nj\u00eb prej rasteve t\u00eb tilla kemi ngitur procedur\u00eb para Inspektoratit Shtet\u00ebror t\u00eb Pun\u00ebs. N\u00eb fakt, nj\u00eb punonj\u00ebse tekstili \u2013 n\u00ebn f\u00ebmij\u00ebsh deri n\u00eb mosh\u00ebn 10 vje\u00e7are, na ka informuar se \u00ebsht\u00eb liruar nga detyrat e pun\u00ebs, por pun\u00ebdh\u00ebn\u00ebsi n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme i ka paguar vet\u00ebm 50 p\u00ebrqind t\u00eb pag\u00ebs s\u00eb plot\u00eb p\u00ebr muajin prill dhe maj t\u00eb vitit 2020. Grat\u00eb dominojn\u00eb n\u00eb p\u00ebrfaq\u00ebsimin e fuqis\u00eb pun\u00ebtor\u00eb n\u00eb industrin\u00eb e tekstilit,<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> e cila industri \u00ebsht\u00eb m\u00eb pak e paguar, q\u00eb do t\u00eb thot\u00eb se punonj\u00ebset n\u00eb industrin\u00eb e tekstilit shum\u00eb shpesh marrin paga q\u00eb \u00ebsht\u00eb pak m\u00eb e lart\u00eb se paga minimale. P\u00ebr shkak t\u00eb k\u00ebtyre keqp\u00ebrdorimeve dhe pagesave t\u00eb paligjshme t\u00eb pagave m\u00eb t\u00eb ul\u00ebta, n\u00eb industrin\u00eb e tekstilit ndodh q\u00eb punonj\u00ebset me f\u00ebmij\u00eb deri n\u00eb mosh\u00ebn 10 vje\u00e7are t\u00eb marrin paga n\u00eb shum\u00eb prej rreth 7500 denar\u00eb. Nj\u00eb situat\u00eb e till\u00eb e sjell\u00eb k\u00ebt\u00eb kategori pun\u00ebtor\u00ebsh n\u00eb pozit\u00eb t\u00eb pabarabart\u00eb kundrejt pun\u00ebtor\u00ebve burra. Grat\u00eb e mbajn\u00eb barr\u00ebn m\u00eb t\u00eb madhe p\u00ebr kryerjen e obligimeve n\u00eb sht\u00ebpi dhe p\u00ebr kujdesin e f\u00ebmij\u00ebve, kurse n\u00ebp\u00ebr qytete ku industria e tekstilit mbizot\u00ebron si burim kryesor i t\u00eb ardhurave, ato nj\u00ebherit jan\u00eb edhe bart\u00ebsit kryesor\u00eb t\u00eb t\u00eb ardhurave n\u00eb familje (breadwinners).<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a> Si rezultat i k\u00ebsaj, ulja e paligjshme e pagave p\u00ebr punonj\u00ebset paraqet nj\u00eb shum\u00eb q\u00eb nuk \u00ebsht\u00eb e mjaftueshme p\u00ebr t\u2019i p\u00ebrmbushur as nevojat themelore ekzistenciale t\u00eb nj\u00eb familje.<\/p>\n<p>Organizata Nd\u00ebrkomb\u00ebtare e Pun\u00ebs (ONP) i ka theksuar t\u00eb kat\u00ebr sektor\u00ebt ku kriza e virusit ka pasur ndikim m\u00eb t\u00eb madhe, edhe at\u00eb n\u00eb akomodimin dhe industrin\u00eb e ushqimit, paluajtshm\u00ebrit\u00eb, sektorin administrativ dhe t\u00eb biznesit, industrin\u00eb e p\u00ebrpunimit t\u00eb tekstilit dhe tregtin\u00eb. N\u00eb vitin 2020, 527 milion\u00eb gra (ose 41 p\u00ebrqind e numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb punonj\u00ebseve) jan\u00eb t\u00eb pun\u00ebsuara n\u00eb k\u00ebto sektor\u00eb, krahasuar me 35 p\u00ebrqind t\u00eb numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb pun\u00ebtor\u00ebve burra. Kjo tregon se kriza m\u00eb r\u00ebnd\u00eb do ta godas\u00eb fuqin\u00eb fem\u00ebrore t\u00eb pun\u00ebs, kurse n\u00eb vendet m\u00eb t\u00eb varfra ekziston rreziku se do t\u00eb zhduken shum\u00eb vende pune, pik\u00ebrisht n\u00eb industrin\u00eb e p\u00ebrpunimit.<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a><\/p>\n<p><strong>Burimi<\/strong><strong>: International Labour Organization \u201cThe COVID-19 response: Getting gender equality right for a better future for women at work\u201d (2020).<\/strong><\/p>\n<p><strong>\u00a0<\/strong>\u00a0 \u00a0 \u00a0 P\u00ebr shkak t\u00eb gjith\u00eb k\u00ebsaj, i bashkangjitemi p\u00ebrpjekjeve t\u00eb ONP-s\u00eb p\u00ebr implementimin e politikave transformuese me baz\u00eb gjinore q\u00eb do ta adresonin pozit\u00ebn e ve\u00e7ant\u00eb t\u00eb punonj\u00ebseve dhe nj\u00ebkoh\u00ebsisht do t\u00eb mund\u00ebsonin q\u00eb sistemi aktual shoq\u00ebror dhe i pun\u00eba t\u2019i mbroj\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb t\u00eb gjith\u00eb punonj\u00ebset, pavar\u00ebsisht statusit t\u00eb tyre n\u00eb proceset e pun\u00ebs (formal ose joformal).<\/p>\n<p><strong><u>Pun\u00ebtor\u00ebt mbet\u00ebn pa<\/u><\/strong><strong><u> \u201e<\/u><\/strong><strong><u>ndihm\u00ebn<\/u><\/strong> <strong><u>\u201c <\/u><\/strong><strong><u>shtet\u00ebrore q\u00eb duhej t\u00eb ishte destinuar p\u00ebr ta<\/u><\/strong><\/p>\n<p>N\u00eb muajin mars t\u00eb k\u00ebtij viti, Qeveria miratoi masa ekonomike p\u00ebr p\u00ebrballje me pasojat e virusit korona, q\u00eb parashikonin mb\u00ebshtetje t\u00eb drejt\u00ebp\u00ebrdrejt\u00eb financiare likuiditeti p\u00ebr nd\u00ebrmarrjet mikro, t\u00eb vogla dhe t\u00eb mesme nga ana e Bank\u00ebs s\u00eb Zhvillimit t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut.<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a> N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb u miratua edhe nj\u00eb mas\u00eb tjet\u00ebr, e cila i referohej mb\u00ebshtetjes p\u00ebr kompanit\u00eb n\u00eb pjes\u00ebn e pages\u00ebs s\u00eb pagave duke subvencionuar kontributet p\u00ebr punonj\u00ebsit n\u00eb kompanit\u00eb e prekura.<\/p>\n<p>Qeveria parashikoi mb\u00ebshtetje p\u00ebr nd\u00ebrmarrjet n\u00eb pjes\u00ebn e pages\u00ebs s\u00eb pagave duke subvencionuar kontributet p\u00ebr punonj\u00ebsit n\u00eb nd\u00ebrmarrjet e sektor\u00ebve turiz\u00ebm, transport, hoteleri dhe nd\u00ebrmarrje t\u00eb tjera t\u00eb prekura, p\u00ebr muajt prill, maj dhe qershor t\u00eb vitit 2020, me subvencion p\u00ebr nj\u00eb t\u00eb pun\u00ebsuar n\u00eb shkall\u00eb prej 50% t\u00eb pag\u00ebs mesatare t\u00eb paguar n\u00eb vitin 2019, me kusht q\u00eb nd\u00ebrmarrja t\u00eb kos e ul numrin e t\u00eb pun\u00ebsuarve n\u00ebn numrin e t\u00eb pun\u00ebsuarve t\u00eb regjistruar n\u00eb muajin shkurt t\u00eb vitit 2020 dhe kjo t\u00eb vlej\u00eb nga dita e shfryt\u00ebzimit t\u00eb mas\u00ebs; pastaj, nd\u00ebrmarrja t\u00eb mos paguan divident\u00eb gjat\u00eb vitit 2020, deri n\u00eb dit\u00ebn e parashtrimit t\u00eb raportit vjetor, respektivisht raporteve financiare p\u00ebr vitin 2020 dhe nd\u00ebrmarrja t\u00eb mos paguan shp\u00ebrblime-bonuse pas hyrjes n\u00eb fuqi t\u00eb k\u00ebsaj mase. Llukarevska theksoi se 427 nd\u00ebrmarrje n\u00eb muajin maj, fare nuk kan\u00eb paguar paga p\u00ebr 984 punonj\u00ebs, p\u00ebrkund\u00ebr faktit q\u00eb kishin marr\u00eb mb\u00ebshtetje financiare n\u00eb shum\u00eb prej 13.698.998 milion\u00eb denar\u00eb. Nd\u00ebrmarrje t\u00eb tjera, 52.465 punonj\u00ebseve nuk ua kan\u00eb ulur edhe pag\u00ebn minimale dhe n\u00eb llogarit\u00eb e tyre kan\u00eb derdhur 1.5 milion\u00eb euro m\u00eb pak.<\/p>\n<p>S\u00eb bashku me disa sindikata dhe shoqata qytetar\u00ebsh, <a href=\"https:\/\/mhc.org.mk\/news\/krivichna-odgovornost-za-firmite-koi-koristele-drzhavna-finansiska-poddrshka-a-ne-im-isplatile-plati-na-svoite-vraboteni\/\">i d\u00ebnojm\u00eb<\/a> t\u00eb gjith\u00eb pun\u00ebdh\u00ebn\u00ebsit q\u00eb kan\u00eb marr\u00eb mb\u00ebshtetje financiare nga shteti dhe nuk e kan\u00eb p\u00ebrmbushur obligimin p\u00ebr pagimin e pagave t\u00eb punonj\u00ebsve t\u00eb tyre. Q\u00ebllimi i mb\u00ebshtetjes financiare shtet\u00ebrore e p\u00ebrcaktuar me dekretin qeveritar p\u00ebr p\u00ebrballje me kriz\u00ebn e shkaktuar nga Kovid -19 ishte t\u00eb ruheshin vendet e pun\u00ebs t\u00eb punonj\u00ebseve dhe jo q\u00eb pun\u00ebdh\u00ebn\u00ebsit n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme t\u00eb fitojn\u00eb n\u00eb kurrizin e tyre gjat\u00eb koh\u00ebs s\u00eb kriz\u00ebs m\u00eb t\u00eb madhe sh\u00ebndet\u00ebsore, sociale dhe financiare me t\u00eb cil\u00ebn po p\u00ebrballemi. Nj\u00eb sjellje e till\u00eb e pun\u00ebdh\u00ebn\u00ebsve \u00ebsht\u00eb e palejushme, e padrejt\u00eb, e paligjshme, \u00e7njer\u00ebzore dhe kemi k\u00ebrkuar:<\/p>\n<ul>\n<li>Drejtoria p\u00ebr t\u00eb Hyra Publike me urgjenc\u00eb dhe n\u00eb afat sa m\u00eb t\u00eb shkurt\u00ebr n\u00eb p\u00ebrputhje me autorizimet e saj ligjore t\u00eb kryej\u00eb pages\u00ebn e pagave t\u00eb punonj\u00ebseve n\u00eb nd\u00ebrmarrjet q\u00eb kan\u00eb marr\u00eb mb\u00ebshtetje financiare shtet\u00ebrore dhe t\u00eb cil\u00ebt nuk e kan\u00eb p\u00ebrmbushur obligimin p\u00ebr pages\u00ebn e pagave n\u00eb muajt p\u00ebr t\u00eb cil\u00ebt kan\u00eb marr\u00eb mb\u00ebshtetjen ose q\u00eb kan\u00eb paguar paga m\u00eb t\u00eb ul\u00ebta p\u00ebr k\u00ebto muaj.<\/li>\n<li>Drejtoria p\u00ebr t\u00eb Hyra Publike, n\u00eb bashk\u00ebpunim me Inspektoratin Shtet\u00ebror t\u00eb Pusn\u00ebs, kurse n\u00eb p\u00ebrputhje me Ligjin p\u00ebr kontributet nga sigurimi i detyruesh\u00ebm social, pun\u00ebdh\u00ebn\u00ebsve t\u00eb cekur t\u2019u shqiptoj\u00eb gjob\u00eb p\u00ebr kund\u00ebrvajtje t\u00eb kryer dhe t\u2019i detyroj\u00eb pun\u00ebdh\u00ebn\u00ebsit q\u00eb t\u2019i kthejn\u00eb fondet e mara t\u00eb mb\u00ebshtetjes financiare shtet\u00ebrore.<\/li>\n<li>Prokuroria Themelore Publike t\u00eb inicoj\u00eb procedur\u00eb sipas z\u00ebrit t\u00eb d\u00ebgjuar kund\u00ebr t\u00eb gjith\u00eb pun\u00ebdh\u00ebn\u00ebsve q\u00eb kan\u00eb marr\u00eb mb\u00ebshtetje financiare shtet\u00ebrore dhe q\u00eb nuk i kan\u00eb paguar pagat e punonj\u00ebseve t\u00eb tyre p\u00ebr vepr\u00ebn e kryer mashtrim sipas nenit 247 t\u00eb Kodit Penal.<\/li>\n<li>Qeveria e Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut si bart\u00ebs i masave dhe urdh\u00ebrpagues i mb\u00ebshtetjes financiare shtet\u00ebrore, n\u00eb m\u00ebnyr\u00eb publike t\u2019i publikoj\u00eb nd\u00ebrmarrjet q\u00eb kan\u00eb shfryt\u00ebzuar mb\u00ebshtetje financiare shtet\u00ebrore dhe q\u00eb nuk i kan\u00eb paguar pagat p\u00ebr punonj\u00ebsit e tyre.<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a><\/li>\n<li>N\u00eb t\u00eb ardhmen, t\u00eb gjitha masat financiare p\u00ebr ndihm\u00eb dhe mb\u00ebshtetje t\u00eb pun\u00ebtor\u00ebve t\u2019u paguhen drejtp\u00ebrdrejt pun\u00ebtor\u00ebve, e jo pun\u00ebdh\u00ebn\u00ebsve, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb shmangen keqp\u00ebrdorimet e tilla dhe t\u00eb ngjashme.<\/li>\n<\/ul>\n<p><strong>DISKRIMINIMI<\/strong><\/p>\n<p><strong>Deklarata p\u00ebr dh\u00ebnien p\u00ebrpar\u00ebsi miratimit t\u00eb Ligjit p\u00ebr paranda<\/strong><strong>l<\/strong><strong>im dhe mbrojtje nga diskriminimi<\/strong><\/p>\n<p>Komiteti i Helsinkit p\u00ebr t\u00eb Drejtat e Njeriut n\u00eb kuad\u00ebr t\u00eb Rrjetit p\u00ebr mbrojtje nga diskriminimi u ka b\u00ebr\u00eb thirrje partive politike q\u00eb kan\u00eb marr\u00eb pjes\u00eb n\u00eb zgjedhjet parlamentare q\u00eb ta mb\u00ebshtesin deklarat\u00ebn p\u00ebr dh\u00ebnien e p\u00ebrpar\u00ebsis\u00eb miratimit t\u00eb Ligjit p\u00ebr parandalim dhe mbrojtje nga diskriminimi nga ana e p\u00ebrb\u00ebrjes s\u00eb re parlamentare.<\/p>\n<p>Q\u00ebllimi i deklarat\u00ebs \u00ebsht\u00eb q\u00eb partit\u00eb politike t\u00eb obligohen se k\u00ebt\u00eb Ligj do ta miratojn\u00eb menj\u00ebher\u00eb pas formimit t\u00eb Kuvendit t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut, pa vonesa shtes\u00eb dhe q\u00eb pastaj, n\u00eb p\u00ebrputhje me afatet ligjore do ta zgjedhin p\u00ebrb\u00ebrjen e re t\u00eb Komisionit p\u00ebr parandalim dhe mbrojtje nga diskriminimi. Rrjeti p\u00ebr mbrojtje nga diskriminimi, s\u00eb bashku me 9 rrjete shoqatash qytetare, q\u00eb bashkarisht num\u00ebrojn\u00eb mbi 100 sosh, u b\u00ebn\u00eb thirrje t\u00eb gjitha partive politike, pavar\u00ebsisht prapavij\u00ebs s\u00eb tyre ideologjike, q\u00eb ta mb\u00ebshtesin k\u00ebt\u00eb deklarat\u00eb dhe t\u00eb obligohen se do t\u00eb angazhohen p\u00ebr miratim urgejnt t\u00eb Ligjit p\u00ebr parandalim dhe mbrojtje nga diskriminimi.<\/p>\n<p>Deklarat\u00ebn p\u00ebr dh\u00ebnien p\u00ebrpar\u00ebsi miratimit t\u00eb Ligjit p\u00ebr parandalim dhe mbrojtje nga diskriminimi e kan\u00eb n\u00ebnshkruar 17 parti politike. Barazia e qytetar\u00ebve nuk \u00ebsht\u00eb \u00e7\u00ebshtje e vullnetit politik, por paraqet nj\u00eb detyrim kushtetues p\u00ebr t\u00eb gjith\u00eb deputet\u00ebt dhe\u00a0 dhe p\u00ebr \u00e7do qeveri, dhe parakusht p\u00ebr progres, demokraci dhe mir\u00ebqenie. Me sa duket, kjo mas\u00eb e njeh ndarjen e t\u00eb drejtave dhe detyrimeve t\u00eb prind\u00ebrve sa i p\u00ebrket sht\u00ebpis\u00eb dhe kujdesit t\u00eb f\u00ebmij\u00ebve, por denoncimet p\u00ebr shkelje t\u00eb t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve tregojn\u00eb se k\u00ebt\u00eb mas\u00eb m\u00eb s\u00eb shumti e p\u00ebrdorin n\u00ebnat. Sipas k\u00ebtyre t\u00eb dh\u00ebnave, p\u00ebrs\u00ebri doli n\u00eb shesh pabarazia gjinore n\u00eb shoq\u00ebrin\u00eb ton\u00eb, q\u00eb \u00ebsht\u00eb rezultat i drejtp\u00ebrdrejt\u00eb i p\u00ebrkushtimit dhe pun\u00ebs s\u00eb pamjaftueshme n\u00eb k\u00ebt\u00eb sfer\u00eb p\u00ebrgjat\u00eb periudh\u00ebs para kriz\u00ebs.<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a> Inspektorati Shtet\u00ebror i Pun\u00ebs zakonisht ka vepruar p\u00ebr shkeljen pik\u00ebrisht t\u00eb k\u00ebsaj mase, respektivisht k\u00ebto denoncime kan\u00eb p\u00ebrfaq\u00ebsuar 28 p\u00ebrqind t\u00eb numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb denoncimeve p\u00ebr shkeljen e t\u00eb drejtave t\u00eb pun\u00ebtor\u00ebve, gjat\u00eb muajve t\u00eb par\u00eb t\u00eb kriz\u00ebs. Punonj\u00ebset p\u00ebrballeshin me situata ku pun\u00ebdh\u00ebn\u00ebsit nuk i lironin nga detyrat e pun\u00ebs ose kur nuk i lironin, ua ulnin pagat e tyre. Disa prej pun\u00ebdh\u00ebn\u00ebsve shkonin deri n\u00eb ekstrem duke i k\u00ebrc\u00ebnuar punonj\u00ebset me largim nga puna dhe mosrip\u00ebrtrirje t\u00eb kontratave t\u00eb pun\u00ebsimit. Nj\u00eb rast i till\u00eb, muajin e kaluar ishte denoncuar edhe n\u00eb Komitetin e Helsinkit p\u00ebr t\u00eb Drejtat e Njeriut. Punonj\u00ebse e pun\u00ebsuar n\u00eb industrin\u00eb etekstilit na ka informuar se si nj\u00eb n\u00ebn\u00eb e f\u00ebmij\u00ebve deri n\u00eb mosh\u00ebn 10-vje\u00e7are \u00ebsht\u00eb liruar nga detyrat e pun\u00ebs, por paga p\u00ebr muajt prill dhe maj n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme ishte ulur dhe shuma e pag\u00ebs ishte vet\u00ebm 50% e pag\u00ebs s\u00eb plot\u00eb.<\/p>\n<p><strong>P\u00ebrfundim<\/strong><strong>:<\/strong> T\u00eb pun\u00ebsuarit n\u00eb industrin\u00eb e tekstilit jan\u00eb kryesisht gra pun\u00ebtore, paga e t\u00eb cilave nuk \u00ebsht\u00eb m\u00eb e lart\u00eb se paga minimale. Prandaj, nj\u00eb pjes\u00eb e pun\u00ebtor\u00ebve, n\u00ebnave t\u00eb f\u00ebmij\u00ebve deri n\u00eb mosh\u00ebn 10 vje\u00e7 n\u00eb k\u00ebt\u00eb industri, nd\u00ebrsa jan\u00eb t\u00eb liruara nga detyrimet e pun\u00ebs gjat\u00eb gjendjes s\u00eb kriz\u00ebs, marrin nj\u00eb pag\u00eb n\u00eb vler\u00eb prej rreth 7.500.00 denar\u00eb. Kjo situat\u00eb e v\u00eb k\u00ebt\u00eb kategori t\u00eb pun\u00ebtor\u00ebve n\u00eb nj\u00eb pozit\u00eb t\u00eb pabarabart\u00eb kundrejt pun\u00ebtor\u00ebve burra. Ne b\u00ebjm\u00eb thirrje p\u00ebr nj\u00eb angazhim m\u00eb t\u00eb madh t\u00eb Drejtoris\u00eb p\u00ebr t\u00eb Hyra Publike, policis\u00eb financiare dhe institucioneve t\u00eb tjera p\u00ebrkat\u00ebse shtet\u00ebrore, si dhe nj\u00eb bashk\u00ebpunim m\u00eb t\u00eb madh nd\u00ebrinstitucional n\u00eb p\u00ebrpjekjen p\u00ebr t\u00eb kap\u00ebrcyer k\u00ebt\u00eb problem sistemor.<\/p>\n<p>BARAZIA GJINORE<\/p>\n<p>Nj\u00eb kandidate q\u00eb b\u00ebri provimin p\u00ebr patent shofer muajin e kaluar \u00ebsht\u00eb ngacmuar seksualisht nga ana e \u00a0an\u00ebtar\u00ebve t\u00eb komisionit. Gjat\u00eb koh\u00ebs s\u00eb provimit, nj\u00ebri prej an\u00ebtar\u00ebve t\u00eb komisionit n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrs\u00ebritur e ka prekur kandidaten duke vendosur dor\u00ebn e majt\u00eb n\u00eb krahun e saj t\u00eb djatht\u00eb n\u00eb nj\u00eb koh\u00eb kur automjeti ishte n\u00eb l\u00ebvizje. Ky veprim \u00ebsht\u00eb p\u00ebrs\u00ebritur tre her\u00eb gjat\u00eb zhvillimit t\u00eb provimit. Kjo situat\u00eb e krijuar, kandidates i ka shkaktuar stres dhe shqet\u00ebsim t\u00eb madh, dhe an\u00ebtari tjet\u00ebr i komisionit nuk ka reaguar fare p\u00ebr t\u00eb parandaluar k\u00ebt\u00eb sjellje t\u00eb kolegut t\u00eb tij.<\/p>\n<p>N\u00eb rast t\u00eb gabimeve nga kandidat\u00ebt, komisioni mund t\u00eb reagoj\u00eb ekskluzivisht vet\u00ebm p\u00ebrmes komand\u00ebs s\u00eb dyfisht\u00eb t\u00eb automjetit dhe nd\u00ebrhyrjes direkte n\u00eb rrotullimin e timonit. Numri m\u00eb i madh i rasteve p\u00ebrgjat\u00eb muajit korrik i referohet mbajtjes s\u00eb zgjedhjeve t\u00eb parakohshme parlamentare (15 korrik 2020) dhe n\u00eb p\u00ebrgjith\u00ebsi politik\u00ebs negative q\u00eb rezultoi me num\u00ebr t\u00eb lart\u00eb denoncimesh p\u00ebr gjuh\u00eb t\u00eb urrejtjes n\u00eb mediat sociale mbi baz\u00ebn e p\u00ebrkat\u00ebsis\u00eb politike dhe etnike.<\/p>\n<p>P\u00ebr shkak t\u00eb m\u00ebnyr\u00ebs se si u zhvillua fushata politike si rezultat e masave mbrojt\u00ebse nga Kovid-19, numri m\u00eb i madh i mesazheve t\u00eb partive politike u transmetuan dhe diskutuan n\u00eb mediat sociale. Edhe p\u00ebrkund\u00ebr faktit se pjesa m\u00eb e madhe e fushatave u zhvilluan n\u00eb m\u00ebnyr\u00eb virtuale, megjithat\u00eb u shoq\u00ebrua edhe me fushat\u00eb tradicionale duke mbajtur tubime n\u00eb t\u00eb cul\u00ebt nuk u respektuan plot\u00ebsisht masat mbrojt\u00ebse (sidomos mbajtja e maskave). Kjo kontribuoi n\u00eb k\u00ebmbimin e gjuh\u00ebs s\u00eb urrejtjes n\u00eb mediat sociale, q\u00eb p\u00ebrve\u00e7 ngjyrimeve politike mori edhe ngjyrime etnike.
