These findings are the outcome of the ‘Support North Macedonia in advancing Rule of Law and Human Rights’ project which was financially supported by the OSCE Mission to Skopje, and was implemented by the Helsinki Committee for Human Rights in the period from 1 January to 31 December 2020. The Project aimed to improve legislation and institutional responses in the areas of human rights and anti-discrimination through legislative and policy amendments, the use of effective legal remedies, and by strengthening institutions. One of the goals was and still is to improve national responses to hate crimes and hate speech through monitoring, registering, and processing of hate crimes in line with the amended legislative framework. These activities were expected to raise awareness on the detrimental effects of hate speech and intolerance.
